The land positions that move fastest to financial close pass four screens at once: secured or securable water rights, a realistic grid or interconnection path, clean and defensible title, and a land use classification that supports the intended development without a protracted rezoning process. Sites that pass three of four are common. Sites that pass all four are scarce, and scarcity is exactly why they command a premium in negotiation.
